Interception and rebroadcast of amateur transmissions is specifically allowed under FCC rules, Title 18 of the USC and most state criminal codes; in fact most state codes mirror almost word-for-word Title 18.
FCC rules specifically prohibit use of the amateur bands with a view toward a pecuniary interest; Richard Bebout can't copyright said transmissions without having a pecuniary interest. Because this is a recording of an Amateur Radio broadcast Richard Bebout cannot have any monetary interest nor does he own a company that can claim ownership of the audio content from an amateur radio broadcast.

"Amateur service. A radio communication service for the purpose of self-training, intercommunication and technical investigations carried out by amateurs,that is, duly authorized persons interested in radio technique solely with a personal aim and without pecuniary interest."

"No station shall retransmit programs or signals emanating from any type of radio station ---> other than an amateur station <---"

Therefore Richard Bebout cannot make any request of Vocaroo to remove the recording which is legal and also illuminates Richard Bebout's admitted intent to commit harassment of innocent amateur radio operators.
The source of the audio file is from amateur radio transmissions made by Richard Allan Bebout, a resident of Wildomar, California while he was using his FCC assigned call sign KA6JMM. These radio transmissions were broadcast publicly by the Amateur Radio Repeater W6CDW operating on frequencies 144.895 MHz and 145.495 MHz on the evening of August 17, 2018 and Richard Allan Bebout identified his transmissions often when saying "KA6JMM".
