I really miss Richard Bebout (JMM)since he ran away to Lake Stevens in Washington. He is a Model Ham and I keep his picture on my nightstand.

In just under 20 minutes from 11:40AM-12:00PMPST on 11/25/2019, amateur radio station KD6CQS licensed to "Tom R. Prager, Jr." of Bellflower, CA was heard engaging in the following egregious violations of FCC Rules:

1. Malicious and intentional interference to other stations in the form of dead-keying his microphone, broadcasting silence to prevent the use of the frequency by other stations (monopolizing the frequency as if it were assigned specifically for his use) and talking over communications in progress and over top of responses to his own comments in violation of §97.101(a), (b) and (d)

2. Engaging with unidentified/(presumably) unlicensed stations in violation of §97.111(a)(1)

3. Broadcasting/one-way transmissions in the form of his own pointless diatribes over top of existing communications and responses to his own comments, mumbling/noises, repeatedly saying, "'ere!", burping, etc., dead-keying, broadcasting silence and making defamatory comments about other operators with whom he was interfering in violation of §97.113(a)(5)(b)

4. In the course of the aforementioned egregious violations (broadcasting/making one-way transmissions in violation of §97.113(a)(5)(b), engaging in with unidentified/(presumably) unlicensed stations in violation of §97.111(a)(1) and interfering, maliciously and intentionally, with other stations and acting to monopolize the frequency with the intent to deny its use to others), the operator in question made numerous obscene and indecent comments (graphic descriptions of gay and bestial sex acts involving another amateur radio operator) in violation of §97.113(a)(4) and the Commission's rules

Station KD6CQS engaged in the preceding acts at the behest of and with the blessing of repeater owner Roger G. Bly, licensee of amateur radio station K6MWT, who has provided him with the ability to engage in these violations using "VOIP" technology built into the 147.435 transmitter such that his transmissions will override all RF traffic attempting to use the repeater.

The practical result of these activities is the monopolization of the 147.435 repeater by those actors (estimated to be no more than 6 or 8 individuals) with access to approximately 6 non-RF inputs (5 via the internet and 1 over a telephone line) provided to them by the repeater owner and denying the use of the frequency to non-RF users as though the frequency has been assigned for the specific use of the repeater owner (and those 6-8 individuals with whom he is colluding to deny access to RF signals).

Effectively, 6 or 8 individuals, as well as the repeater owner, are using devices other than those licensed by the Commission for use in the amateur radio service such as computers, internet-enabled tablets and mobile telephones and video game consoles, as well as POTS lines (anything OTHER than RADIOS licensed for use in the amateur service) to transmit signals that could be reasonably furnished alternatively through other services (§97.113(a)(5) for the SOLE purpose of denying RF users access to amateur radio frequency 147.435 MHZ, completely disregarding the basis and purpose of the amateur radio service [§97.1(a-e)].

147.435 was once a bastion of free speech in the amateur radio service. It's now the equivalent of an amateur radio extermination camp.

This situation has become intolerable and must not continue.

Roger G. Bly, licensee of amateur radio station K6MWT, has proven entirely unworthy of the PRIVILEGE of operating an amateur radio repeater on any band or frequency, as have his hand-picked control ops. The privilege of operating a repeater on 147.435 MHZ or any other frequency in any band should be IMMEDIATELY withdrawn from the licensee of K6MWT and, unless and until he demonstrates that he is capable of operating an amateur radio repeater within the limits of Part 97 and basic respect for both the basis and purpose of the amateur radio service and those licensed to operate in that service (for whom he's demonstrated an amazing level of disdain), should NEVER AGAIN be granted such a privilege, nor should any such privilege be granted to those operators with whom he has colluded to deny use of the amateur airwaves to RF users as detailed above.
